General Information
Description of AgencyThe Cambria County Association for the Blind and Handicapped (CCABH) has been serving the communities of Cambria County for over 75 years. The first public efforts began in 1927, under the auspices of the Johnstown Lions Club. By 1943, the first workshop had opened in Johnstown. In 1967 the county was in the forefront of the movement to establish vocational programs and other services and to extend its reach to persons with other disabilities as well as visual impairment and blindness.
MissionThe mission of the Cambria County Association for the Blind and Handicapped is to develop and support an environment for persons with disabilities which promotes vocational and employment training, independence, and community involvement through rehabilitation, recreation and low-vision services, and provides education for the prevention of blindness. The Cambria County Association for the Blind and Handicapped unites vocational training and a manufacturing business producing quality products that offers employment for persons with disabilities while ensuring worldwide customer satisfaction.
HistoryA new modernized facility was opened on Central Avenue in Johnstown in 1969. Currently CCABH has two facilities - one in Johnstown, PA, and the other in Ebensburg, PA. The Johnstown Division, on Central Avenue, houses the Association's corporate headquarters and rehabilitation and manufacturing programs in a 53,000 square foot building. The Ebensburg Division is located in the Cambria County Industrial Park, Ebensburg, PA. Its 54,000 square foot building provides a manufacturing facility that employs persons with disabilities living throughout Northern Cambria County. The Association serves more than 500 persons with disabilities each year. Currently, there are 250 such individuals employed in the two work centers supported by a staff of 45. The Cambria County Association for the Blind and Handicapped respects the importance of consumer personal privacy, and understands the sensitive nature of consumer health information. The Cambria County Association for the Blind and Handicapped also recognizes that Federal and State laws require that individually identifiable health information must be safeguarded against improper use or disclosure. It is the Agency's policy as defined in Public Law 104-191, health Insurance Portability and Accountability Act of 1996 ("HIPAA") and its implementing regulations, the Standards for Privacy of Individually Identifiable Health Information (45 CFR parts 160 and 164), as amended (the "Privacy Rule"), not to use or disclose consumer health information except as permitted by law, and to adopt safeguards to protect the confidentiality of consumer health information.
