Description of ServiceVA Pittsburgh Healthcare System's Domiciliary Services is a residential treatment program that offers health care and rehabilitation services, social services, job placement services, and housing search and placement assistance.

The goals of the Domiciliary program are to promote health and independence through a structured treatment program. The program emphasizes personal responsibility. The facility is unique in its design by providing a living environment of shared apartment living versus the former dormitory-style living arrangements. The Domiciliary exhibits a model community living arrangement that includes townhouse, apartment, and patio-style villas that overlook a courtyard.

EligibilityAdmission criteria includes:
  • Enrollment in VA,
  • Examination by a VA physician or nurse practitioner to establish a medical and/ or psychiatric need for care and confirm that the veteran is not in need of acute medical or psychiatric care or at risk of attempting suicide,
  • Ability to perform activities of self-preservation and basic self-care,
  • Ability to manage medications with minimal staff supervision, seek medical attention in a timely fashion, and participate in prescribed treatment and rehabilitative activities,
  • Inadequate means of support (monthly income cannot exceed the basic rate of a non-service connected pension); the program leader may waive this criteria should a strong need exist for domiciliary treatment,
  • Lack of adequate housing and resources to provide for shelter,
  • Veteran must be alcohol/drug free upon admission, verified by an admission urine drug screen,
  • Motivation to participate in therapeutic activities with the goal of achieving the highest level of independence and community reintegration.
Veterans under court-ordered treatment may be admitted, but a court order cannot override the program's admission decision and VA cannot assume responsibility for custody or guarantee length of stay.
