Programs that pay all or a portion of the utility bills of people whose utilities have been or are at risk of being shut off. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Utility bill payment assistance programs may have age, income, disability, need or other eligibility requirements.

Samaritan FellowshipCalls to Samaritan Fellowship are ONLY received on Saturday morning. Emergency financial assistance through payment to vendor for rent, utility assistance, auto repair, fuel, and medications. Please, note the intake process: Applications may be downloaded online. They are also available Saturday morning and recipients are interviewed Saturday mornings between 7:45am to 10:00 am. (Samaritan Fellowship entry to indicate that it meets at Carlisle UMC but is not part of Carlisle UMC. Please do not contact Carlisle UMC for housing assistance.) Utility Assistance- Northumberland Co -Central Susquehanna OpportunitiesCommunity Action Agencies provides Utility Assistance. PPL E-PowerWise Program CSO, Inc. partnered with PP&L Utilities to offer community members a chance to save up to $400.00 a year on their electricity bills. The E-PowerWise program provides income-eligible households a free conservation kit, valued at around $80.00. Eligible individuals also attend a conservation workshop to “reduce energy use and save money”. UGI CAP (Customer Assistance Program) Individuals who are struggling to pay their natural gas charges may be referred to CSO, Inc. by UGI Central Penn Gas to enroll in an affordable payment plan. UGI Operation Share CSO, Inc. can help you submit an application to the UGI Operation Share Program to receive a one-time payment toward UGI Central Penn Natural Gas service. Dollar Energy Fund CSO, Inc. can help you submit an application to the Dollar Energy Fund to receive a one-time payment toward specific utility bills. This program begins October 1st of each year. Aqua Pennsylvania’s Helping Hand Program Aqua Pennsylvania customers who are struggling to pay their water charges may be referred to CSO, Inc. by Aqua Pennsylvania to enroll in a payment plan.
