    Programs that pay all or a portion of the gas service expenses of people whose gas has been or is at risk of being shut off. Also included are non-emergency programs like those funded through the federal Low Income Home Energy Assistance Program (LIHEAP), also referred to as LIEAP or HEAP in some states, that provide home energy assistance, generally in the form of a credit, for low-income households that apply. The assistance is usually available once per calendar year (or heating season). Gas service payment assistance programs may have age, income, disability, need or other eligibility requirements.

    Army Emergency ReliefArmy Emergency Relief (AER) is a non-profit, charitable organization independent of, but closely associated with the United States Army. Army Emergency Relief helps US Army soldiers and their dependents, by providing emergency aid, in the form of either a direct grant (a cash gift, not to be repaid) or an interest-free loan, and by giving college scholarships to children of soldiers. Under Army regulations, officers must recommend whether their soldiers deserve aid. Emergency Aid Help with emergency financial needs for:

    Loans up to $1000 do not require command recommendation, and there is no limit to the amount of funds Army Emergency Relief may authorize. Officers are responsible for ensuring that their soldiers repay AER loans. Scholarships Army Emergency Relief maintains two scholarship programs – the Spouse Education Assistance Program and the MG James Ursano Scholarship Program for dependent children. Both scholarships provide financial assistance for students who are pursuing their first undergraduate degree. Scholarship applications are accepted from 1 January to 1 May each year for assistance for the following academic year. Scholarship award amounts are not guaranteed and vary each year based on the total number of applicants in each program and budget amount allotted to the scholarship programs. The Fund became a 501c3 non-profit in 2005. This community-based program is funded by voluntary donations from UGI employees, UGI customers and concerned citizens. In addition, UGI provides a corporate donation to help fund the program. UGI personnel work with over 25 agencies to administer Operation Share funds.     USA CaresUSA Cares provides financial and advocacy assistance to post 9/11 active duty US military service personnel, veterans and their families. They assist all branches of service and all ranks and components. They do not charge fees nor accept repayment and rely on donations from private citizens, businesses and foundations for all funding. Financial assistance is not given directly to service members or their families; instead, payments are made to mortgage lenders, utility companies, and other vendors. The objective is to reach families at the earliest stage of intervention to proactively prevent further financial distress. Typically, USA Cares provides assistance in four major areas:
    • Emergency Assistance - pays immediate, essential bills, including food and utility bills,
    • Housing Assistance – helps to stop and prevent evictions and foreclosures,
    • Combat Injured - pays basic expenses: mortgage/rent, food and home utilities which enables combat injured to receive treatment and be assured their family is taken care of,
    • Jobs Assistance – reduce unemployment among post-9/11 Veterans through job-seeker tools, open to all veterans, limited financial assistance.

    Utility Assistance- Columbia Montour -Central Susquehanna OpportunitiesCommunity Action Agencies provides Utility Assistance. PPL E-PowerWise Program CSO, Inc. partnered with PP&L Utilities to offer community members a chance to save up to $400.00 a year on their electricity bills. The E-PowerWise program provides income-eligible households a free conservation kit, valued at around $80.00. Eligible individuals also attend a conservation workshop to “reduce energy use and save money”. UGI CAP (Customer Assistance Program) Individuals who are struggling to pay their natural gas charges may be referred to CSO, Inc. by UGI Central Penn Gas to enroll in an affordable payment plan. UGI Operation Share CSO, Inc. can help you submit an application to the UGI Operation Share Program to receive a one-time payment toward UGI Central Penn Natural Gas service. Dollar Energy Fund CSO, Inc. can help you submit an application to the Dollar Energy Fund to receive a one-time payment toward specific utility bills. This program begins October 1st of each year. Aqua Pennsylvania’s Helping Hand Program Aqua Pennsylvania customers who are struggling to pay their water charges may be referred to CSO, Inc. by Aqua Pennsylvania to enroll in a payment plan.     Utility Emergency Services Fund - Supportive Services for Veteran Families (SSVF) (Philadelphia)Helps low-income veterans and their families find affordable housing. Financial assistance can include help with back rent, mortgage or utility payments for families struggling to remain in their homes.
